Vision

We envision ICT as the vehicle for realizing the lofty goals of the Commission using cutting-edge technology.

Mission

To provide a functional vehicle for provision of accurate, reliable, acceptable online real-time proprietary demographic data for planning, implementation and evaluation of development programmes;

To provide a functional mechanism for continuous and universal registration of births, deaths, migration, marriages and divorces;

To facilitate the co-ordination of population related activities and programmes  as solution provider.

GOAL

To provide cutting-edge ICT platform for achieving NPopC goals efficiently.

OBJECTIVES

  • To partner with relevant departments to provide the ICT platform to achieve their objectives;
  • Establish a National Database of all Nigerians for their real-time unique identity and ensure plug and play through a geo-portal to render services to all stakeholders, such as INEC, FRSC, Security Agencies and Development Partners etc, and becoming a more respected and credible Commission nationally and internationally by 2017;
  • To upgrade and expand National Registration infrastructures for 100 percent coverage of Nigeria including net-migration and database by the end of 2014;

INFORMATION TECHNOLOGY DEPARTMENT (ICT)

Information Technology Department is one of the eight departments in NPC. It is divided into four divisions, the Network and Technical Support Division, Systems Development Division, Operations Division and Database Management Division. Each Division is managed by a Deputy Director who reports to Director ICT.  The functions of the Department and its Divisions are as follows:


 OVERALL ICT FUNCTIONS:

 

  • Advising the Commission on the appropriate data processing policies;
  • Processing Commission’s data;
  • Advising periodically, systems development processes and advising the commission on potential application outside the current development programmes;
  • Preparing and appraising proposals for installation of new data processing facilities;
  • Preparing Computer job description and performance standards;
  • Negotiating IT rental and supply contracts;
  • Advise the Commission on adequate internet and IT communication option;
  • Electronic data entry and analysis;
  • Program design and development;
  • Maintaining of all Commission’s hardware and software;
  • Creating and maintaining database and setting data security and integrity for the commission

Analysis of Functions of Divisions:

Networking and Technical Support Division:

  • Preparing and appraising proposals for installation of new data processing facilities;
  • Maintenance of existing hardware/software;
  • Setting standard for program development;
  • Ensure effective use of internet and functionality;
  • Ensure that all appropriate security measures are in place.
  • Gives technical support to all the Departments in the Commission on Computer matters.

Systems Development Division:

  • Periodic advise on Systems development;
  • Program /website development and update;
  • Ensure and regulate the use of bespoke software;
  • Ensure that all appropriate security measures are in place.

Operation Division:

  • Processing Commission’s data;
  • Preparing Computer job description and performance;
  • Electronic Data Entry and analysis standard;
  • Ensure that all appropriate security measures are in place.

Database Management Division:

  • Creating and maintaining databases;
  • Liaise with user Development to ensure good service delivery;
  • Setting data security and integrity standard;
  • Administer the Database in line with laid down policy;
  • Ensure that all appropriate security measures are in place.
